Concerning RACE, I yesterday sent the following to George Herson and the Attempto mailing list:

Tobias and I will then discuss what needs to be done to produce a version that can be used for AceWiki. A release of RACE is planned for the end of the year.

Concerning AceRules,  I am sure that you will get an answer from its author Tobias Kuhn.
