Tobias,

You are right.
I resolved the problem over the weekend.
The path was set in the Windows Environment Variables, in its top part, "User Variables".
When program started as a service, only the bottom part, "System Variables" were actually in the path.

Hi Yefim,

Sorry for the late reply.

I guess the problem is that you haven't set the Java runtime argument 
"java.library.path", or if you did, you probably provided an incorrect 
path. Under Windows, this argument has to look something like this:

   -Djava.library.path=C:\ProgramFiles\pl\bin\
