Dear Phan Vo,

packages like "sgml" and "http" are native SWI-Prolog packages. I
think they are normally installed by default on all platforms.
pack_install/1 installs 3rd party packages from
http://www.swi-prolog.org/pack/list?sort=downloads. These do not
include "sgml" etc.

(I assume you have managed to get SWI-Prolog compiled on Windows in
the mean time. If not, I'd recommend to consult the SWI-Prolog mailing
list. Or maybe somebody on the Attempto list who has more Windows
experience can help?)

Best,
Kaarel

btw there is an open issue (https://github.com/Attempto/APE/issues/4)
to package APE for the SWI-Prolog package library, if somebody wants
to work on that...
